Head of the AWAU at the “Systemic Resilience” training

Olga Veselovska, Head of the Association of Ambassadors of Ukraine, took part in the training “Systemic Resilience: Strengthening the Economy through Market Development.”
In early July 2025, a unique training session was held in Kyiv, organized by the International Labor Organization (ILO) Ukraine office in Ukraine in cooperation with Helvetas Ukraine. The event brought together experts, representatives of government agencies, business associations, and civil society organizations to discuss a strategic approach to Ukraine’s economic recovery — Market Systems Development (MSD).
What is MSD?
MSD is a systematic approach to market development that allows for a transition from isolated interventions to profound structural changes. This approach creates conditions for innovation, inclusiveness, and long-term economic stability. It is particularly relevant for Ukraine, which is recovering from the devastating effects of war.
Participants in the event:
– Representatives of the Ministry of Economy, Ministry of Social Policy, Ministry of Education and Science.
– State Employment Service.
– National Agency for Qualifications.
– Relevant committees of the Verkhovna Rada of Ukraine.
– As well as employers, trade unions, civil society organizations, and international partners.
During the training, participants:
Learned about the MSD approach and its potential for modern Ukraine.
Analyzed economic sectors, barriers, and opportunities for development.
Discussed how to implement systemic approaches in local programs and reforms.
“MSD is not just a technical tool, but a strategic lever for reform. We see it as an opportunity to make the economy inclusive, sustainable, and innovative,” said Matthias Herr, Director of Helvetas in Eastern Europe.
“This is the first ILO training to introduce the Ukrainian audience to MSD. With proper coordination, these approaches can significantly accelerate the country’s recovery,” added Iryna Vintonuk, ILO project manager.
Representatives of the Association of Ambassadors of Ukraine took an active part in the sessions, discussions, and exchange of experiences, contributing to the expansion of cross-sectoral cooperation.
